The Kaiser Dies & The German Factions Don't Fight

Kaiser Wilhelm dies but Germany does not fragment into different warring states. His son, Kaiser Wilhelm III takes his father's place and works things out with the other Factions. The German Empire and its sphere of influence becomes safe for now. However, Austria-Hungary is in shambles. The Economy is the worst it has ever been, the Government and Military is full of corruption, and most people are poor. There are large famines and the whole situation is spiraling downhill. The Austrian King isn't doing anything about it and the people want to overthrow the current Government and Military. However, the people are split on which ruling Government they want in-place. Half of the people want a Nationalist State that focuses on the good of the people, while the other half of the population wants a Communist Society that supports the people.
